Originally from the Republic of Guinea-Bissau in western Africa, the 37 year old watermelon grower and salesman, who’s lived in Russia for over twenty years, is running for Head of Administration in the Volgograd region. If elected to public office he’d be the country’s first black man to achieve such a position, but he does face some stiff competition, including the recently announced fellow black candidate Philip Kondratiev.
Vasily, as Joaquim is known locally, boasts not only the most popular tent at his local market but degrees in both biochemistry AND law. Sadly, he was deterred from following a career in either by the somewhat racist attitude of Russian society (I won’t mention such things as St Petersburg’s Chocolate Museum only employing black doormen – Russian humour, etc).
